The rationale seems to be that since it is illegal for people under the age of 18 to have sex it is in their best interests to discourage it. It eliminates teen pregnancy and STDs. Similar to the rationale for encouraging poor people to use birth control in the early 20th century. Both are progressive ideas, but the implementation becomes authoritarian when government bureaucracies get involved.
